{"id":88484,"date":"2019-04-05T08:51:06","date_gmt":"2019-04-05T14:51:06","guid":{"rendered":"https:\/\/centrourbano.com\/?p=88484"},"modified":"2019-04-05T09:54:54","modified_gmt":"2019-04-05T15:54:54","slug":"gcdmx-y-unam-buscaran-mejoras-regulatorias-en-desarrollo-urbano","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/urbanismo\/gcdmx-y-unam-buscaran-mejoras-regulatorias-en-desarrollo-urbano\/","title":{"rendered":"GCDMX y UNAM buscar\u00e1n mejoras regulatorias en desarrollo urbano"},"content":{"rendered":"<p><em>Dependencias del Gobierno de la CDMX y la UNAM trabajar\u00e1n en propuesta que modifique el marco legal en materia ambiental, protecci\u00f3n civil, desarrollo urbano, movilidad y agua<\/em><br \/>\n<!--more--><\/p>\n<p>El <strong>gobierno de la Ciudad de M\u00e9xico<\/strong>, a trav\u00e9s de distintas dependencias, y la <strong>Universidad Nacional Aut\u00f3noma de M\u00e9xico (UNAM)<\/strong> firmaron un convenio de colaboraci\u00f3n para elaborar una <strong>propuesta de mejora regulatoria<\/strong>, considerando modificaciones legales en materia ambiental, protecci\u00f3n civil, desarrollo urbano, movilidad y agua.<\/p>\n<p>El titular de la Consejer\u00eda Jur\u00eddica y de Servicios Legales, <strong>H\u00e9ctor Villegas Sandoval<\/strong>, quien adem\u00e1s funge como coordinador de este esfuerzo interinstitucional, afirm\u00f3 que el convenio firmado es representativo de la nueva forma de gobierno de la ciudad, donde todas las dependencias trabajan en conjunto con el fin de facilitar la realizaci\u00f3n de tr\u00e1mites a los ciudadanos.<\/p>\n<p>En la presentaci\u00f3n del bosquejo del proyecto, el coordinador del mismo en la Direcci\u00f3n del Instituto de Investigaciones Jur\u00eddicas de la UNAM, <strong>Rodrigo Guti\u00e9rrez Rivas<\/strong>, expres\u00f3 que, en t\u00e9rminos generales, el proyecto es una propuesta para una mejora regulatoria o ventanilla \u00fanica, enmarcada en el Derecho de la Ciudad.<\/p>\n<p><strong>Marina Robles Garc\u00eda<\/strong>, Secretaria de Medio Ambiente, mencion\u00f3 que ya se cuenta con esfuerzos iniciales en materia administrativa para erradicar la corrupci\u00f3n. Sin embargo, con este nuevo acuerdo se tendr\u00e1 sustento jur\u00eddico en la manera en que se administra la ciudad, y dijo que las decisiones sobre el tipo de desarrollo que tendr\u00e1 la ciudad se toman en equipo con las otras dependencias del Gobierno.<\/p>\n<p>Por su parte, <strong>Ileana Villalobos Estrada<\/strong>, titular de la Secretar\u00eda de Desarrollo Urbano y Vivienda se\u00f1al\u00f3 que es muy importante que se tomen mejores decisiones con respecto a la ciudad, y remarc\u00f3 que una de las aspiraciones que se tienen con el proyecto es que haya m\u00e1s\u00a0 participaci\u00f3n social, transparencia y rendici\u00f3n de cuentas.<\/p>\n<p>Durante las pr\u00f3ximas semanas, el comit\u00e9, constituido por investigadores, servidores p\u00fablicos y expertos en medio ambiente y otras \u00e1reas del conocimiento, evaluar\u00e1 la posibilidad de llevar a cabo reformas, de hacer una reingenier\u00eda o una restructuraci\u00f3n de procesos en las materias antes se\u00f1aladas.<\/p>\n<p>Se espera que sea en el presente mes de abril que se realice la revisi\u00f3n y el diagn\u00f3stico de la propuesta de mejora regulatoria en materia de desarrollo urbano, ambiental, protecci\u00f3n civil, movilidad y agua; y se estima que el desarrollo del esbozo de la propuesta en general se haga el pr\u00f3ximo mes de junio y, finalmente, que en agosto se determinen
