{"id":79283,"date":"2018-10-03T15:29:57","date_gmt":"2018-10-03T20:29:57","guid":{"rendered":"https:\/\/centrourbano.com\/?p=79283"},"modified":"2018-10-08T13:19:27","modified_gmt":"2018-10-08T18:19:27","slug":"renta-y-suelo-pendientes-penchyna","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/vivienda\/renta-y-suelo-pendientes-penchyna\/","title":{"rendered":"Vivienda en renta y suelo, pendientes para la industria: Penchyna"},"content":{"rendered":"<p><em>Regresar al Infonavit como gestor de suelo ser\u00eda un error, afirm\u00f3 el directivo <\/em><!--more--><\/p>\n<p>De acuerdo con <a href=\"https:\/\/twitter.com\/davidpenchyna\" target=\"_blank\" rel=\"noopener noreferrer\">David Penchyna Grub<\/a>, director general del <a href=\"http:\/\/infonavit.org.mx\" target=\"_blank\" rel=\"noopener noreferrer\">Infonavit<\/a>, de cara al inicio de la pr\u00f3xima administraci\u00f3n hay dos temas que quedan pendientes y que ser\u00e1n necesario abordar: la cuesti\u00f3n del suelo, y el impulso a la vivienda en renta.<\/p>\n<p>En entrevista, el directivo se\u00f1al\u00f3 que, en primera instancia, el debate sobre el impulso a la vivienda social se debe dar en el terreno del suelo. Consider\u00f3 que en este tema debe existir una mayor profesionalizaci\u00f3n a nivel municipal, en aras de crear las condiciones para que exista una oferta de tierra adecuada.<\/p>\n<p>\u201cEn el tema de suelo, lo que necesitamos y nosotros tenemos casos muy relevantes en la pr\u00e1ctica, es que la regulaci\u00f3n del suelo a nivel municipal sea m\u00e1s seria, sea menos corrupta, porque hay fraccionamientos que se permiten con usos de suelo en zonas de riesgo. Y hoy, donde hay lluvias extraordinarias vemos con tristeza, con preocupaci\u00f3n que se pone en riesgo no solo el patrimonio, a veces hasta la vida\u201d, dijo.<\/p>\n<p>El director del Infonavit consider\u00f3 que, en el marco de la transici\u00f3n, es necesario hacer un an\u00e1lisis profundo sobre el tema. Reiter\u00f3 que la cuesti\u00f3n del uso de suelo no es tema que compete al Infonavit, sino a municipios.<\/p>\n<p>\u201cMuchas veces se nos exigen cosas que no est\u00e1n en nuestra competencia. Los usos del suelo no son del Infonavit, son de los alcaldes, del cabildo, y ah\u00ed, este pa\u00eds que hoy est\u00e1 en profundas reflexiones, pues debe de enfocar sus debates a donde deben estar las respuestas\u201d.<\/p>\n<p>Al cuestionarle sobre un retorno del Infonavit como <strong>gestor de suelo<\/strong>, Penchyna Grub consider\u00f3 que ser\u00eda un error. Apunt\u00f3 que en los tiempos que este instituto actuaba como comprador de tierra se presentaron escenarios poco favorables.<\/p>\n<p>\u201cYo creo que eso no es correcto, ser\u00eda regresar a un tiempo que fue no mejor que este, y el Infonavit, hay que reiterarlo, porque mucha gente luego sigue pensando en otra cosa, ya no construye ni una banqueta, y creo que no debe de volver a hacerlo nunca\u201d.<\/p>\n<p><strong>La vivienda en renta con gran potencial<\/strong><\/p>\n<p>Por otro lado, sobre el tema de vivienda en renta, Penchyna Grub consider\u00f3 que es un gran reto hacia delante. Sin embargo, consider\u00f3, el principal obst\u00e1culo para detonar este mercado se encuentra en las <strong>legislaciones <\/strong>estatales.<\/p>\n<p>\u201cEstamos dependiendo de una mejor legislaci\u00f3n en los estados. Yo reitero que el gran ator\u00f3n de la vivienda en renta es una legislaci\u00f3n de arrendamiento anacr\u00f3nica y poco \u00fatil para la inversi\u00f3n y eso ha hecho que haya escasez de vivienda en renta; y cuando hay mucha demanda y escasez, lo que genera es que los precios suban. Est\u00e1 siendo injusto el fen\u00f3meno\u201d, apunt\u00f3.<\/p>\n<p>En el caso particular del Infonavit, Penchyna se\u00f1al\u00f3 que impulsar un programa para vivienda en renta tendr\u00eda un gran potencial. No obstante, lament\u00f3 que los marcos regulatorios sean el lastre que impide el crecimiento de este segmento.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Regresar al Infonavit como gestor
