del NAIM debe ser econ\u00f3mica y segura: CICM"},"content":{"rendered":"<p><em>El colegio recomienda utilizar materiales nacionales y no gastar en acabados de lujo<\/em><!--more--><\/p>\n<p>El <a href=\"http:\/\/www.aeropuerto.gob.mx\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Nuevo Aeropuerto Internacional de M\u00e9xico<\/strong><\/a> (NAIM) es la respuesta para poder atender la demanda de operaciones aeroportuarias, pasajeros y carga, adem\u00e1s, fungir\u00e1 como centro de conexi\u00f3n de vuelos nacionales e internacionales, sin embargo es necesario que la construcci\u00f3n de la terminal sea <a href=\"https:\/\/centrourbano.com\/2018\/09\/06\/naicm-es-mas-viable-y-confiable-que-santa-lucia-ingenieros\/\" target=\"_blank\" rel=\"noopener noreferrer\">factible, econ\u00f3mica y con seguridad<\/a> para la navegaci\u00f3n a\u00e9rea, consider\u00f3 el <a href=\"http:\/\/cicm.org.mx\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Colegio de Ingenieros Civiles de M\u00e9xico<\/strong><\/a> (CICM) en su dictamen.<\/p>\n<p>De acuerdo con el documento, la opci\u00f3n que present\u00f3 el presidente electo, Andr\u00e9s Manuel L\u00f3pez Obrador, de trabajar simult\u00e1neamente en los aeropuertos de la base militar de Santa Luc\u00eda y el Internacional de la Ciudad de M\u00e9xico, no lograr\u00eda atender los conflictos de operaci\u00f3n ya que no ser\u00eda posible circular sin restricciones, lo que causar\u00eda inseguridad en la navegaci\u00f3n a\u00e9rea.<\/p>\n<p>Por ello, se\u00f1al\u00f3 que la construcci\u00f3n del NAIM, en <strong>Texcoco<\/strong>, debe continuar dado que las inversiones realizadas tienen que ser respetadas y cumplidas en las fechas comprometidas, \u201clos costos de la obra en construcci\u00f3n deben respetarse ya que fueron en su mayor\u00eda, producto de licitaciones internacionales vigiladas por los \u00f3rganos de gobierno\u201d, se\u00f1al\u00f3.<\/p>\n<p>Sin embargo, aclar\u00f3 que la fecha estimada originalmente en 2020 para el inicio de operaciones de la terminal no ser\u00e1 cumplida, si no que, de no presentarse m\u00e1s inconvenientes, ser\u00e1 hasta el 2022, como lo establecieron los responsables de proyecto.<\/p>\n<p>El Colegio recomend\u00f3 que es urgente determinar las licitaciones faltantes para evitar m\u00e1s demoras en la construcci\u00f3n, as\u00ed como sobrecostos, a fin de asegurar la construcci\u00f3n para finales del 2021.<\/p>\n<p>Explic\u00f3 que es entendible que los costos de la construcci\u00f3n hayan aumentado debido a la depreciaci\u00f3n en la moneda mexicana frente al d\u00f3lar, as\u00ed como a la dificultad que implica construir sobre un suelo\u00a0 y que ha generado modificaciones al proyecto, con el objetivo de minimizar las deformaciones a corto y largo plazo, tambi\u00e9n.<\/p>\n<p><strong>Demora se debe al tipo de terreno<\/strong><\/p>\n<p>En relaci\u00f3n al suelo, destac\u00f3 que se han realizado estudios por parte de las empresas encargadas, investigadores del Instituto de Ingenier\u00eda de la <a href=\"https:\/\/www.unam.mx\/\" target=\"_blank\" rel=\"noopener noreferrer\">Universidad Nacional Aut\u00f3noma de M\u00e9xico<\/a> y la <a href=\"https:\/\/www.cfe.mx\/Pages\/Index.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">Comisi\u00f3n Federal de Electricidad<\/a> para tener conocimiento del comportamiento del terreno, del cual se estima que habr\u00e1 hundimientos en las pistas de 13.5 cent\u00edmetros anuales, \u201clas instalaciones subterr\u00e1neas requerir\u00e1n de mantenimiento constante durante toda la vida \u00fatil de la terminal\u201d, subray\u00f3.<\/p>\n<p>Adem\u00e1s, describi\u00f3 que el impacto urbano en la zona regional de la obra servir\u00e1 de impulso econ\u00f3mico, para ello se requiere de una red de comunicaci\u00f3n moderna, \u201cnosotros presentamos estrategias en la generaci\u00f3n de planes parciales de ordenamiento territorial en municipios aleda\u00f1os, a fin de realizar una zonificaci\u00f3n de los usos del suelo y evitar la expansi\u00f3n urbana an\u00e1rquica\u201d, describi\u00f3.<\/p>\n<p>El CICM record\u00f3 que debe haber una coordinaci\u00f3n entre las autoridades federales, municipales y capitalinas para que se establezcan nuevas v\u00edas de transporte, que sean suficientes y con costo adecuado.<\/p>\n<p>Finalmente, recomend\u00f3 tratar de reducir el costo en acabados, sin sacrificar las inversiones en materia de instalaciones y sistemas de seguridad, ya que son indispensables para el aeropuerto, \u201cse sugiere evaluar el empleo de materiales nacionales y menos lujosos que algunos de los propuestos.<\/p>\n<p>\u201cContinuar con el NAIM permite redise\u00f1ar la zona oriente de la <strong>Ciudad de M\u00e9xico<\/strong>, con visi\u00f3n de mediano y largo plazo, esta acci\u00f3n incluye aprovechar los terrenos del actual AICM como un detonador de actividad econ\u00f3mica, acad\u00e9mica, de innovaci\u00f3n, de alta tecnolog\u00eda y de servicios ambientales de calidad\u201d, concluy\u00f3 el
