{"id":67923,"date":"2018-02-28T20:20:01","date_gmt":"2018-03-01T02:20:01","guid":{"rendered":"https:\/\/centrourbano.com\/?p=67923"},"modified":"2018-03-01T12:24:14","modified_gmt":"2018-03-01T18:24:14","slug":"derecho-la-vivienda-incorporar-los-no-afiliados","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/opinion\/blog-de-invitado\/derecho-la-vivienda-incorporar-los-no-afiliados\/","title":{"rendered":"El derecho a la vivienda. \u00bfC\u00f3mo incorporar a los No Afiliados?"},"content":{"rendered":"<p><strong>Por: Rosario Robles<\/strong><\/p>\n<p>Los esquemas no tradicionales de financiamiento a la vivienda nos acercan cada vez m\u00e1s a la meta de que cada familia pueda contar con una vivienda digna y decorosa<\/p>\n<p>El acceso a la vivienda es una de las necesidades b\u00e1sicas de cualquier persona, pero en t\u00e9rminos de pol\u00edtica p\u00fablica resulta un verdadero reto para los gobiernos asegurar el derecho a una vivienda digna y decorosa.<\/p>\n<p>En M\u00e9xico, el sector vivienda presenta una dualidad peculiar. Por un lado, hablamos de una industria pujante que impacta en 33 ramas de la econom\u00eda, responsable de 5.9%1 del PIB nacional y que en 2015 gener\u00f3 2,924,019 puestos de trabajo formales. Por otra parte, la vivienda sigue siendo una carencia vinculada a la pobreza y la vulnerabilidad y a pesar de los esfuerzos gubernamentales, no ha sido posible abatir el rezago habitacional.<\/p>\n<p>En 2016, 28.1% del parque habitacional present\u00f3 rezago, lo que implica que 9.2 millones de familias, a pesar de contar con una vivienda, no han logrado asegurar un espacio adecuado a sus necesidades. El rezago se concentra principalmente en localidades rurales y en poblaci\u00f3n con ingresos menores a los 5 UMAS; asimismo, 76% de las viviendas en rezago, corresponden a la poblaci\u00f3n que no cuenta con seguridad social.<\/p>\n<p>Para 2018 se estima que ser\u00e1n agregadas al parque habitacional 595,000 nuevas viviendas, de las cuales, 62% (369,000) corresponder\u00e1 a poblaci\u00f3n no afiliada. De las viviendas de poblaci\u00f3n sin seguridad social, 76% (280,000) corresponder\u00e1 a aquellos cuyos ingresos no superen los 5 UMAs mensuales.<\/p>\n<p>La atenci\u00f3n al problema del rezago habitacional en M\u00e9xico, desde el \u00e1mbito gubernamental, se ha centrado en las acciones de los Organismos Nacionales de Vivienda como Infonavit, Fovissste, Pemex o ISSFAM, con la creaci\u00f3n e intervenci\u00f3n de Organismos Estatales de Vivienda, as\u00ed como de la banca de desarrollo del pa\u00eds, particularmente de la Sociedad Hipotecaria Federal.<\/p>\n<p>No obstante, la magnitud del problema p\u00fablico obliga a buscar una alternativa de soluci\u00f3n, especialmente para los sectores no afiliados de menores ingresos, y que contribuya a desarrollar el financiamiento
