trata de matar la vivienda chilanga?"},"content":{"rendered":"<p><em>El reto habitacional es simple\u2026 Se trata solo de entender la estructura de la demanda y de generar casas y cr\u00e9ditos hipotecarios que permitan atenderla.<br \/>\n<\/em><!--more--><\/p>\n<p>Lo malo es que para que esto pase, es indispensable contar con un marco legislativo y regulatorio propicio\u2026 Un marco hecho teniendo como meta facilitar el cumplimiento de los objetivos de un proyecto de ciudad.<\/p>\n<p>Y la triste realidad es que hoy la ciudad de M\u00e9xico padece los efectos de un peligroso coctel en que a la mezcla de la falta de planeaci\u00f3n y los procesos de elaboraci\u00f3n de un nuevo Plan General de Desarrollo Urbano y de una nueva Constituci\u00f3n, hay que agregar las iniciativas con que legisladores locales buscan transformar regulaciones relacionadas con vivienda y planeaci\u00f3n urbana.<\/p>\n<p>Las iniciativas buscan reactivar la pol\u00e9mica Norma 26, dej\u00e1ndola para viviendas de hasta 750,000 pesos, pero d\u00e1ndosela en monopolio al Instituto de Vivienda del Distrito Federal, y busca tambi\u00e9n generar otra norma para \u201cvivienda de los trabajadores\u201d, en este caso de hasta 1 mill\u00f3n 500,000 pesos.<\/p>\n<p>Lo malo es que ambas normas suponen que quienes compren las viviendas no las puedan vender en 30 a\u00f1os y que al hacerlas lo hagan con un precio que solo se incremente con base en inflaci\u00f3n\u2026 Medidas ambas, que afectan el valor patrimonial de la vivienda y que destruyen el ahorro de quienes las compran.<\/p>\n<p>La iniciativa busca tambi\u00e9n reducir la edificabilidad en la ciudad, lo que implica inevitablemente elevar costos e impactos del suelo en precio de la vivienda.<\/p>\n<p>No nos equivoquemos, las iniciativas no tienen otro fin que darle un llegue a Miguel \u00c1ngel Mancera, ya que de entrada proponen quitar facultades a la jefatura de gobierno, para pas\u00e1rselas a la Asamblea Legislativa.<\/p>\n<p>No nos equivoquemos, la aprobaci\u00f3n de estas iniciativas limitar\u00eda y encarecer\u00eda la producci\u00f3n de vivienda, afectando la viabilidad urbana de la capital del pa\u00eds, as\u00ed como
