llaman a la Banca a invertir en las ciudades para abatir rezagos sociales<\/em><br \/>\n<!--more--><\/p>\n<p>Al concluir la reuni\u00f3n previa a la Conferencia Mundial <a class=\"expresscurate_contentTags\" href=\"http:\/\/centrourbano.com\/tag\/habitat-iii\/\">#H\u00e1bitat III<\/a>, que se realiz\u00f3 en la Ciudad de M\u00e9xico, distintos expertos en temas de desarrollo y <a class=\"expresscurate_contentTags\" href=\"http:\/\/centrourbano.com\/tag\/financiamiento\/\">#financiamiento<\/a> <a class=\"expresscurate_contentTags\" href=\"http:\/\/centrourbano.com\/tag\/urbano\/\">#urbano<\/a> compartieron experiencias sobre c\u00f3mo se han realizado estas acciones en varias partes del mundo, con el objetivo de mejorar la calidad de vida de sus habitantes y tener un ordenamiento territorial de los centros de poblaci\u00f3n. <\/p>\n<p>Felipe de Jes\u00fas Guti\u00e9rrez, secretario de <a class=\"expresscurate_contentTags\" href=\"http:\/\/centrourbano.com\/tag\/desarrollo-urbano\/\">#Desarrollo Urbano<\/a> y <a class=\"expresscurate_contentTags\" href=\"http:\/\/centrourbano.com\/tag\/vivienda\/\">#Vivienda<\/a> (Seduvi) de la Ciudad de M\u00e9xico, explic\u00f3 que, \u201clos motores que impulsar\u00e1n un cambio en las ciudades del mundo son: la descentralizaci\u00f3n fiscal y financiera; los recursos end\u00f3genos y financiamiento basado en el suelo; acceso al financiamiento bancario, mercado de capitales e intermediaci\u00f3n financiera innovadora; promoci\u00f3n de inversiones del sector privado y nuevas alianzas y empoderamiento financiero, <a class=\"expresscurate_contentTags\" href=\"http:\/\/centrourbano.com\/tag\/construccion-2\/\">#construcci\u00f3n<\/a> de capacidades, transparencia y rendici\u00f3n de cuentas\u201d. <\/p>\n<p>Asimismo, representantes de pa\u00edses como Francia, Sud\u00e1frica, B\u00e9lgica, Brasil, Senegal, Espa\u00f1a, entro otros, as\u00ed como de instituciones universitarias, financieras y organizaciones sociales, resaltaron que las autoridades de cada pa\u00eds y los bancos deben tomar en cuenta que este tipo de inversiones son a largo plazo, por lo que no tiene que considerarse un gasto in\u00fatil. <\/p>\n<p>Explicaron tambi\u00e9n que se deben tener los marcos regulatorios adecuados para emprender programas de desarrollo urbano, ya que de lo contrario, \u00e9stos no tendr\u00e1n resultado positivo al no establecerse las reglas para hacerlo y evitar que se especule con las necesidades de la gente. <\/p>\n<p>Sobre el financiamiento, explicaron que tanto la Banca de Desarrollo como las instituciones privadas deben involucrarse m\u00e1s en este tipo de proyectos, ya que de esta forma, no s\u00f3lo se mejora la infraestructura f\u00edsica de las regiones, tambi\u00e9n se ayuda a combatir el rezago social en que viven millones de familias. <\/p>\n<p>Los expertos consideraron tambi\u00e9n que el desarrollo urbano debe ser abordado m\u00e1s por arquitectos y urbanistas, no por personas que sin conocimiento, deciden cambiar usos y potencialidades del suelo, situaci\u00f3n que ha provocado que en distintas ciudades se tenga una desarrollo urbano sin orden. <\/p>\n<p>Felipe de Jes\u00fas Guti\u00e9rrez a\u00f1adi\u00f3 que las ciudades deben ser cada vez m\u00e1s independientes de las transferencias de recursos provenientes de los<br \/>\ndiferentes niveles de gobierno, y enfocar el potencial de financiamiento interno a trav\u00e9s de cobro de servicios y recuperaci\u00f3n de plusval\u00edas.<br \/>\n\u201cEstas plusval\u00edas deben utilizarse en favor de la construcci\u00f3n de ciudades m\u00e1s incluyentes, con mejores servicios y espacios p\u00fablicos, que garanticen el derecho al suelo y a la vivienda digna\u201d, concluy\u00f3. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Concluy\u00f3 reuni\u00f3n previa a Habitat III;
