{"id":17154,"date":"2015-03-19T12:12:38","date_gmt":"2015-03-19T18:12:38","guid":{"rendered":"http:\/\/centrourbano.com\/?p=17154"},"modified":"2015-03-19T12:12:38","modified_gmt":"2015-03-19T18:12:38","slug":"pasos-firmes-en-materia-de-transparencia-en-avaluos","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/opinion\/pasos-firmes-en-materia-de-transparencia-en-avaluos\/","title":{"rendered":"Pasos firmes en materia de transparencia en aval\u00faos"},"content":{"rendered":"<p><strong>Por\u00a0H\u00e9ctor Galeano Incl\u00e1n*<\/strong><\/p>\n<p><!--more--><\/p>\n<p>&nbsp;<\/p>\n<p>El pasado 4 de marzo el Colegio Nacional del Notariado Mexicano (CNNM) firm\u00f3 un convenio con la Sociedad Hipotecaria Federal (SHF) que continuar\u00e1 transparentando y optimizando el ejercicio de los Valuadores Profesionales y de las Unidades de Valuaci\u00f3n de nuestro pa\u00eds.<\/p>\n<p>La valuaci\u00f3n de una propiedad es un requisito indispensable en el proceso de compra-venta de un inmueble en la mayor\u00eda de las entidades federativas, proceso en el que el notariado participa dando seguridad jur\u00eddica, y para el cual da asesor\u00eda adecuada y gratuita a millones de mexicanos cada a\u00f1o.<\/p>\n<p>La creciente profesionalizaci\u00f3n de los Valuadores Profesionales y las Unidades de Valuaci\u00f3n sin duda dar\u00e1 mayor certeza a las operaciones inmobiliarias, ya sea para la constituci\u00f3n de la garant\u00eda hipotecaria o la enajenaci\u00f3n misma de una propiedad.<\/p>\n<p>Por medio de este convenio tanto la SHF, como el notariado mexicano, se comprometen a intercambiar informaci\u00f3n respecto las Unidades de Valuaci\u00f3n y los Valuadores Profesionales a efecto de determinar su eficacia y profesionalismo.<\/p>\n<p>Asimismo, se comprometen a informar inconsistencias en que, en el ejercicio de su actividad valuatoria en materia inmobiliaria, hayan incurrido las Unidades de Valuaci\u00f3n o los Valuadores Profesionales que cuenten con registro vigente en el Padr\u00f3n de la SHF.<\/p>\n<p>Adem\u00e1s, ambas instituciones participaremos en foros de an\u00e1lisis y propuestas regulatorias que busquen generar coincidencias metodol\u00f3gicas en el \u00e1mbito valuatorio.<\/p>\n<p>Como parte integral de este convenio, el CNNM promover\u00e1 y aplicar\u00e1 el formato digital de los aval\u00faos realizado por Unidades de Valuaci\u00f3n, vigentes ante la SHF, as\u00ed como la firma electr\u00f3nica tanto de Valuadores Profesionales como de Controladores autorizados por la SHF, conforme el Sistema Maestro de Aval\u00faos.<\/p>\n<p>Los notarios vemos positivo que M\u00e9xico atraviese actualmente por una constante profesionalizaci\u00f3n en diversos \u00e1mbitos, incluyendo el valuatorio.
