{"id":164294,"date":"2026-09-25T12:42:42","date_gmt":"2026-09-25T18:42:42","guid":{"rendered":"https:\/\/centrourbano.com\/revista\/?p=164294"},"modified":"2026-09-25T12:42:42","modified_gmt":"2026-09-25T18:42:42","slug":"proponen-garantizar-vivienda-accesible-para-personas-con-discapacidad","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/vivienda\/proponen-garantizar-vivienda-accesible-para-personas-con-discapacidad\/","title":{"rendered":"Proponen garantizar vivienda accesible para personas con discapacidad"},"content":{"rendered":"<p><em>La iniciativa plantea incorporar criterios de dise\u00f1o universal y accesibilidad en vivienda de planta baja, con cumplimiento obligatorio en proyectos con recursos p\u00fablicos<\/em><!--more--><\/p>\n<p>Garantizar que las <strong>personas con discapacidad tengan acceso a viviendas que puedan utilizar de manera segura<\/strong>, aut\u00f3noma y digna es el objetivo de una iniciativa que plantea modificar el marco legal en materia habitacional y de desarrollo urbano.<\/p>\n<p>La propuesta, impulsada por el diputado Juan Armando Ru\u00edz Hern\u00e1ndez, de Movimiento Ciudadano, plantea <strong>reformar los art\u00edculos 3 de la Ley de Vivienda, 18 de la Ley General<\/strong> para la Inclusi\u00f3n de las Personas con Discapacidad y <strong>41 de la Ley General de Asentamientos Humanos<\/strong>, Ordenamiento Territorial y Desarrollo Urbano.<\/p>\n<p>El proyecto concentra las <strong>nuevas disposiciones en las viviendas ubicadas en planta baja<\/strong>, al plantear que estos inmuebles se conciban y construyan bajo criterios de accesibilidad y dise\u00f1o universal. Adem\u00e1s, establece disposiciones espec\u00edficas para las viviendas desarrolladas mediante programas p\u00fablicos, subsidios o mecanismos de financiamiento estatal o federal.<\/p>\n<h2>\u00bfQu\u00e9 plantea la iniciativa para las viviendas accesibles?<\/h2>\n<p>La <strong>reforma a la Ley de Vivienda<\/strong> establecer\u00eda que las viviendas de planta baja incorporen, como m\u00ednimo, accesos sin barreras mediante rampas u otras soluciones de accesibilidad. Tambi\u00e9n deber\u00e1n <strong>contar con puertas de acceso y espacios de circulaci\u00f3n interior con un ancho no menor a un metro.<\/strong><\/p>\n<p>El proyecto contempla, adem\u00e1s, espacios compatibles con dispositivos de apoyo y la preparaci\u00f3n integral de las instalaciones de acuerdo con criterios de dise\u00f1o universal. En cuanto al estacionamiento, plantea cajones exclusivos para personas con discapacidad o, cuando esto no sea posible, espacios accesibles para ascenso y descenso en el exterior inmediato de la vivienda.<\/p>\n<p><strong>Estas condiciones tendr\u00edan car\u00e1cter obligatorio cuando las viviendas se construyan mediante programas p\u00fablicos<\/strong>, subsidios o esquemas de financiamiento estatal o federal. De esta manera, los criterios de accesibilidad formar\u00edan parte de las condiciones de dise\u00f1o y construcci\u00f3n de los inmuebles.<\/p>\n<p>Por otra parte, la modificaci\u00f3n propuesta a la Ley General para la Inclusi\u00f3n de las Personas con Discapacidad establecer\u00eda que el Estado garantice<strong> estos criterios <\/strong>en todos los programas de vivienda que <strong>se desarrollen con recursos p\u00fablicos.<\/strong><\/p>\n<p>La iniciativa tambi\u00e9n plantea que las personas con discapacidad tengan acceso preferente a los cr\u00e9ditos destinados a las viviendas de planta baja que cumplan con las condiciones de dise\u00f1o universal.<\/p>\n<h2>Dise\u00f1o universal llegar\u00eda a los desarrollos habitacionales<\/h2>\n<p>El proyecto tambi\u00e9n llevar\u00eda estos criterios al \u00e1mbito del desarrollo urbano. Para ello, propone modificar la Ley General de Asentamientos Humanos, Ordenamiento Territorial y Desarrollo Urbano, con el prop\u00f3sito de que las autoridades incorporen la accesibilidad en la formulaci\u00f3n, aprobaci\u00f3n y ejecuci\u00f3n de los programas correspondientes.<\/p>\n<p>As\u00ed, los desarrollos habitacionales que incluyan viviendas en planta baja tendr\u00edan que cumplir con los <strong>criterios de dise\u00f1o universal establecidos en las leyes para obtener su autorizaci\u00f3n y registro.<\/strong><\/p>\n<p>Con esta modificaci\u00f3n, la <strong>accesibilidad para personas con discapacidad se incorporar\u00eda desde la planeaci\u00f3n de los desarrollos<\/strong> habitacionales y no \u00fanicamente como una condici\u00f3n particular de las viviendas una vez construidas.<\/p>\n<p>La iniciativa fue turnada a las comisiones unidas de Vivienda y de Atenci\u00f3n a Grupos Vulnerables, con opini\u00f3n de la Comisi\u00f3n de Desarrollo Urbano y Ordenamiento Territorial, para su an\u00e1lisis.<\/p>\n<p>La propuesta se\u00f1ala que contar con disposiciones m\u00e1s precisas en materia de vivienda accesible resulta relevante ante la dimensi\u00f3n de la poblaci\u00f3n con discapacidad en el pa\u00eds. De acuerdo con el Censo 2020 del Instituto Nacional de Estad\u00edstica y Geograf\u00eda (Inegi), <strong>M\u00e9xico cuenta con 20,838,108 personas con discapacidad, equivalentes a 16.5% de la
