oficializa el derecho a la vivienda adecuada"},"content":{"rendered":"<p><em>La reforma a la Ley de Vivienda garantiza este derecho y fortalece la capacidad de los organismos que financian vivienda para personas trabajadoras<\/em><!--more--><\/p>\n<p>El <strong>Diario Oficial de la Federaci\u00f3n<\/strong> (<strong>DOF<\/strong>) public\u00f3 este 29 de abril el decreto por el que se reforman y adicionan diversas disposiciones de la <strong>Ley de Vivienda<\/strong>, con lo que se formaliza en la legislaci\u00f3n mexicana el concepto de \u2018<strong>vivienda adecuada\u2019<\/strong> como parte del derecho constitucional establecido en el art\u00edculo 4\u00ba.<\/p>\n<p>Con esta modificaci\u00f3n, la ley establece que toda persona debe poder disfrutar de una <strong>vivienda adecuada<\/strong>, entendida como aquella que cumpla con <strong>siete elementos fundamentales<\/strong>: accesibilidad, adecuaci\u00f3n cultural, asequibilidad, disponibilidad de servicios, materiales e infraestructura, habitabilidad, seguridad en la tenencia y ubicaci\u00f3n.<\/p>\n<h2><strong>Los siete pilares de la vivienda adecuada<\/strong><\/h2>\n<p>Entre estos puntos, destaca que la vivienda deber\u00e1 encontrarse cerca de oportunidades de <strong>empleo<\/strong>, <strong>servicios de salud<\/strong>, <strong>escuelas<\/strong>, <strong>centros de cuidado infantil<\/strong> y otras instalaciones sociales, adem\u00e1s de ubicarse fuera de zonas de riesgo.<\/p>\n<p>Asimismo, se establece que los <strong>costos asociados a la vivienda<\/strong> no deber\u00e1n comprometer la satisfacci\u00f3n de otras necesidades b\u00e1sicas de las familias.<\/p>\n<p>La reforma tambi\u00e9n incorpora principios de <strong>equidad<\/strong>, <strong>inclusi\u00f3n social<\/strong> y <strong>perspectiva de g\u00e9nero<\/strong>, priorizando la atenci\u00f3n a grupos en situaci\u00f3n de vulnerabilidad, con \u00e9nfasis en mujeres jefas de familia o v\u00edctimas de violencia de g\u00e9nero.<\/p>\n<h2><strong>M\u00e1s facultades para los institutos<\/strong><\/h2>\n<p>Adem\u00e1s, se fortalecen las atribuciones de los <strong>organismos<\/strong> e <strong>instituciones que financian vivienda <\/strong>para personas trabajadoras, los cuales ahora podr\u00e1n adquirir, rehabilitar y construir viviendas, realizar demoliciones, financiar la autoproducci\u00f3n habitacional, as\u00ed como adquirir o urbanizar terrenos destinados a formar unidades habitacionales.<\/p>\n<p>El decreto tambi\u00e9n permite que estos organismos puedan <strong>enajenar<\/strong> o <strong>arrendar viviendas<\/strong> y <strong>desarrollar conjuntos habitacionales<\/strong> que incluyan unidades destinadas a servicios complementarios, siempre salvaguardando el patrimonio de los fondos de vivienda y los derechos de las personas trabajadoras.<\/p>\n<p>Y, de igual manera, se establece que los programas federales de subsidio deber\u00e1n priorizar a la <strong>poblaci\u00f3n en situaci\u00f3n de pobreza o vulnerabilidad<\/strong>, con atenci\u00f3n preferente a personas de menores ingresos, y se impulsar\u00e1 la participaci\u00f3n de los <strong>sectores p\u00fablico, social y privado<\/strong> en esquemas de financiamiento para el desarrollo de vivienda adecuada.<\/p>\n<p>El decreto entrar\u00e1 en vigor al d\u00eda siguiente de su publicaci\u00f3n y precisa que su implementaci\u00f3n deber\u00e1 realizarse con los <strong>recursos ya aprobados<\/strong>, sin ampliaciones presupuestales adicionales.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La
