{"id":160914,"date":"2026-03-23T16:17:25","date_gmt":"2026-03-23T22:17:25","guid":{"rendered":"https:\/\/centrourbano.com\/revista\/?p=160914"},"modified":"2026-03-23T16:17:25","modified_gmt":"2026-03-23T22:17:25","slug":"planeacion-metropolitana-nearshoring-colosio","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/inmobiliario\/planeacion-metropolitana-nearshoring-colosio\/","title":{"rendered":"Planeaci\u00f3n metropolitana, clave para aprovechar el nearshoring: Colosio"},"content":{"rendered":"<p><em>La iniciativa busca ordenar el impacto del nearshoring en zonas metropolitanas ante la presi\u00f3n en servicios e infraestructura<\/em><!--more--><\/p>\n<p data-start=\"212\" data-end=\"598\">El senador Luis Donaldo Colosio Riojas, del grupo parlamentario de Movimiento Ciudadano, present\u00f3 una iniciativa para reformar y adicionar diversas disposiciones de la Ley General de Asentamientos Humanos, Ordenamiento Territorial y Desarrollo Urbano, con el objetivo de<strong> fortalecer la planeaci\u00f3n industrial, metropolitana e infraestructura<\/strong> ante el crecimiento del nearshoring en M\u00e9xico.<\/p>\n<p data-start=\"600\" data-end=\"811\">Durante su intervenci\u00f3n, el legislador advirti\u00f3 que la relocalizaci\u00f3n de <strong>cadenas productivas representa una oportunidad<\/strong> para el pa\u00eds, pero tambi\u00e9n <strong>plantea retos estructurales<\/strong> que requieren atenci\u00f3n coordinada.<\/p>\n<blockquote>\n<p data-start=\"813\" data-end=\"1088\">\u201cEl mundo est\u00e1 reorganizando sus cadenas de producci\u00f3n. Las empresas m\u00e1s grandes del planeta est\u00e1n buscando instalar sus f\u00e1bricas, est\u00e1n volteando a ver d\u00f3nde consiguen las mejores condiciones para desarrollar esos planteles. Estas industrias est\u00e1n volteando a ver a M\u00e9xico\u201d, coment\u00f3.<\/p>\n<\/blockquote>\n<p data-start=\"1090\" data-end=\"1483\">En ese contexto, destac\u00f3 que en los primeros tres trimestres de 2025 M\u00e9xico capt\u00f3 m\u00e1s de 40,000 millones de d\u00f3lares (mdd) en Inversi\u00f3n Extranjera Directa (IED), adem\u00e1s de registrar m\u00e1s de 150 proyectos vinculados con la relocalizaci\u00f3n industrial y la creaci\u00f3n de m\u00e1s de 100,000 empleos formales. Asimismo, se\u00f1al\u00f3 que el <strong>pa\u00eds concentra m\u00e1s del 70% de los movimientos de nearshoring en Am\u00e9rica Latina.<\/strong><\/p>\n<blockquote>\n<p data-start=\"1485\" data-end=\"1665\">\u201cY por eso esta iniciativa que propongo busca fortalecer este fen\u00f3meno. M\u00e9xico necesita m\u00e1s inversi\u00f3n, no menos. Necesita m\u00e1s f\u00e1bricas, m\u00e1s empleo, m\u00e1s transparencia tecnol\u00f3gica\u201d, platic\u00f3.<\/p>\n<\/blockquote>\n<p data-start=\"1667\" data-end=\"1865\">No obstante, subray\u00f3 que <strong>el crecimiento de la inversi\u00f3n debe acompa\u00f1arse de una planeaci\u00f3n estrat\u00e9gica<\/strong> que permita responder a las necesidades urbanas y sociales que genera el desarrollo industrial.<\/p>\n<blockquote>\n<p data-start=\"1867\" data-end=\"2131\">\u201cLo que necesitamos revisar de manera urgente es la manera en la que crecemos la inversi\u00f3n que se atraiga a nuestro pa\u00eds debe de estar acompa\u00f1ada por planeaci\u00f3n estrat\u00e9gica que sea responsable que est\u00e9 pensada en el crecimiento que va a acompa\u00f1ar a esa inversi\u00f3n\u201d, afirm\u00f3.<\/p>\n<\/blockquote>\n<h2 data-start=\"2133\" data-end=\"2172\">Presi\u00f3n urbana en polos industriales<\/h2>\n<p data-start=\"2174\" data-end=\"2496\">Colosio Riojas explic\u00f3 que entidades como Nuevo Le\u00f3n, particularmente Monterrey, concentran una alta demanda de espacios industriales, al absorber el 28% del mercado nacional. Este dinamismo, dijo, refleja el trabajo coordinado entre gobiernos y sector privado para posicionar a la regi\u00f3n como un polo de atracci\u00f3n global.<\/p>\n<p data-start=\"2498\" data-end=\"2655\">Sin embargo, advirti\u00f3 que este <strong>crecimiento genera presiones en vivienda, movilidad e infraestructura<\/strong> que superan la capacidad de respuesta de los municipios.<\/p>\n<blockquote>\n<p data-start=\"2657\" data-end=\"3250\">\u201cPero esto mismo genera presiones que ning\u00fan estado puede ni debe de resolver por s\u00ed solo demanda de vivienda que crece cada vez m\u00e1s r\u00e1pido que la oferta infraestructura de movilidad que necesita ampliaci\u00f3n de manera urgente, retos ambientales que requieren atenci\u00f3n coordinada. Y esto no es exclusivo de Nuevo Le\u00f3n. Lo mismo est\u00e1 ocurriendo o va a ocurrir en Sonora, Chihuahua, Coahuila, Guanajuato, Quer\u00e9taro, Jalisco, San Luis Potos\u00ed, Puebla. Una buena respuesta y ah\u00ed est\u00e1 el vac\u00edo que esta iniciativa est\u00e1 buscando llenar. \u00bfQu\u00e9 proponemos? que cuando un producto industrial de gran escala se instale en una zona metropolitana y que genere impactos en dos o m\u00e1s municipios, se formule un plan metropolitano de infraestructura industrial, habilitante un plan que responda cuatro preguntas b\u00e1sicas: \u00bfD\u00f3nde van a vivir los trabajadores? \u00bfC\u00f3mo van a llegar a su empleo? \u00bfQu\u00e9 hacemos con el impacto ambiental que esto est\u00e1 generando? y, \u00bfqui\u00e9n pone qu\u00e9?\u201d<\/p>\n<\/blockquote>\n<p data-start=\"4266\" data-end=\"4463\">El legislador precis\u00f3 que la propuesta no busca generar nuevas cargas burocr\u00e1ticas, sino anticipar la planeaci\u00f3n, en l\u00ednea con pr\u00e1cticas internacionales en pa\u00edses que compiten por atraer inversi\u00f3n.<\/p>\n<blockquote>\n<p data-start=\"4465\" data-end=\"4990\">\u201cEs importante decir que esto no pretende crear una barrera burocr\u00e1tica. Por el contrario, lo que buscamos es planeaci\u00f3n anticipada. Esto es lo que hacen los pa\u00edses con los que ya estamos compitiendo por esta misma inversi\u00f3n; pa\u00edses, como Vietnam, India, Malasia, pa\u00edses que ya exigen planes de esta naturaleza de infraestructura social vinculados a productos industriales de la escala. Si nosotros no hacemos lo mismo corremos el riesgo de que la inversi\u00f3n que hoy llega a M\u00e9xico busque destinos que est\u00e9n mejor preparados\u201d.<\/p>\n<\/blockquote>\n<p data-start=\"4992\" data-end=\"5208\">Asimismo, plante\u00f3 un esquema de corresponsabilidad entre los tres \u00f3rdenes de gobierno y los desarrolladores, con el fin de garantizar infraestructura social y condiciones adecuadas para la operaci\u00f3n de los proyectos.<\/p>\n<p data-start=\"5210\" data-end=\"5508\">\u201cLe da certidumbre al inversionista porque va a saber desde el primer d\u00eda que su proyecto estar\u00e1 acompa\u00f1ado de las condiciones que necesita para operar con \u00e9xito, vivienda para sus trabajadores, transporte para llegar a la planta, servicios p\u00fablicos, suficientes y un entorno ambiental sostenible\u201d.<\/p>\n<p data-start=\"5510\" data-end=\"5676\">Finalmente, el Senador advirti\u00f3 que la <strong>oportunidad del nearshoring es limitada<\/strong> en el tiempo, por lo que el pa\u00eds debe actuar con rapidez para traducir la inversi\u00f3n en desarrollo.<\/p>\n<blockquote>\n<p data-start=\"5678\" data-end=\"5990\" data-is-last-node=\"\" data-is-only-node=\"\">\u201cLa ventana del nearshoring est\u00e1 abierta el d\u00eda de hoy, pero no va a estar abierta para siempre. La diferencia entre los pa\u00edses que aprovechan estas oportunidades y los que las desperdician no est\u00e1 en cu\u00e1ntas f\u00e1bricas atraen, sino en si fueron o no capaces de convertir esa inversi\u00f3n en bienestar para la gente\u201d,
