{"id":160483,"date":"2026-02-27T11:23:25","date_gmt":"2026-02-27T17:23:25","guid":{"rendered":"https:\/\/centrourbano.com\/revista\/?p=160483"},"modified":"2026-02-27T11:23:25","modified_gmt":"2026-02-27T17:23:25","slug":"control-rentas-vivienda-cdmx","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/opinion\/control-rentas-vivienda-cdmx\/","title":{"rendered":"Control de rentas de vivienda en la CDMX"},"content":{"rendered":"<p><em>Por Luis Molina*<\/em><!--more--><\/p>\n<p>El control de rentas ha sido una pol\u00edtica controvertida en M\u00e9xico y otros pa\u00edses. En M\u00e9xico, se implement\u00f3 entre 1942 y 2001, lo que provoc\u00f3 un deterioro significativo en la Ciudad de M\u00e9xico principalmente en la zona centro.<\/p>\n<p>Algunos de los efectos negativos son:<\/p>\n<ul>\n<li>Reducci\u00f3n de la oferta de vivienda en renta y lo m\u00e1s grave para el sector es que desincentiva la adquisici\u00f3n de vivienda como un instrumento de inversi\u00f3n.<\/li>\n<li>Buena parte de los portafolios de inversi\u00f3n contemplan activos fijos y el rendimiento de renta m\u00e1s plusval\u00eda compite y\/o complementa inversiones financieras, en bolsa de valores etc.<\/li>\n<li>Deterioro de inmuebles. La historia ha demostrado que los controles de renta aunados a la dificultad de sacar a inquilinos morosos provocan una desatenci\u00f3n en mejoras a los inmuebles en cuesti\u00f3n. Todos sabemos que los edificios afectados con el congelamiento de rentas entre1942 y 2001, provoc\u00f3 un deterioro significativo en el centro hist\u00f3rico de la Ciudad de M\u00e9xico. Algunos de esos inmuebles hoy son edificios en ruinas<\/li>\n<li>Aumento de la informalidad. Se genera un aumento de la renta informal y un mercado de contratos sin sustento legal. Tenemos un problema grave del crecimiento de la econom\u00eda informal\u2026.esta medida se suma a este sector de la poblaci\u00f3n que sabe de la impunidad que existe en este mercado<\/li>\n<\/ul>\n<p>La experiencia en otros pa\u00edses, como Berl\u00edn (Alemania) y Barcelona (Espa\u00f1a), el congelamiento de rentas tambi\u00e9n ha tenido efectos negativos, como:<\/p>\n<ul>\n<li>En Berl\u00edn, la oferta de viviendas cay\u00f3 un 60% en menos de un a\u00f1o.<\/li>\n<li>En Barcelona, las viviendas tur\u00edsticas aumentaron un 68%.<\/li>\n<\/ul>\n<p>En resumen, el control de rentas ha tenido efectos negativos en la oferta de vivienda, en la inversi\u00f3n privada y en el mantenimiento de inmuebles.<\/p>\n<p>\u00bfQu\u00e9 motiva a la autoridad a una medida de este tipo cuando las experiencias conocidas tanto en M\u00e9xico como en otros pa\u00edses son negativas?<\/p>\n<p>\u00bfUn golpe m\u00e1s de populismo?<\/p>\n<p>\u00bfUn deseo de \u201cproteger a los inquilinos\u201d de los \u201ccarteles inmobiliarios\u201d?<\/p>\n<p>Todo indica que la medida no est\u00e1 motivada por razones econ\u00f3micas y de mercado<\/p>\n<p>\u00bfQu\u00e9 acciones podr\u00edan estimular la reducci\u00f3n de las rentas? Propongo tres:<\/p>\n<ol>\n<li>Que el estado desarrolle un buen n\u00famero de viviendas de su propiedad para fijar una base de control de precio<\/li>\n<li>Que incentive en la iniciativa privada la construcci\u00f3n de vivienda para renta reduciendo los costos y burocracia para generar una oferta abundante de inmuebles destinado a rentas que genere tendencia hacia rentas m\u00e1s baratas<\/li>\n<li>Que se fortalezca el estado de derecho (hoy pr\u00e1cticamente inexistente) que d\u00e9 certidumbre a la inversi\u00f3n inmobiliaria<\/li>\n<\/ol>\n<p>A estas alturas me parece que la personas que tienen la autoridad en la CDMX saben de los efectos negativos que significa el control de rentas<\/p>\n<p>Una respuesta en t\u00e9rminos de econom\u00eda, sin duda tendr\u00eda el efecto social buscado de tener vivienda en renta a precios m\u00e1s accesibles.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Por Luis
