incluir concepto de electromovilidad en la LGMSV"},"content":{"rendered":"<p><em>Seg\u00fan el dictamen, electromovilidad se define como los sistemas de transporte terrestre que funcionan total o parcialmente con tracci\u00f3n el\u00e9ctrica<\/em><!--more--><\/p>\n<p>La <strong>Comisi\u00f3n de Movilidad de la C\u00e1mara de Diputados <\/strong>aprob\u00f3, con 18 votos a favor, un dictamen que adiciona los art\u00edculos 3 y 7 de la <strong>Ley General de Movilidad y Seguridad Vial<\/strong> (<strong>LGMSV<\/strong>) para incorporar el concepto de <strong>electromovilidad<\/strong> y fortalecer la coordinaci\u00f3n institucional en torno a la transici\u00f3n energ\u00e9tica en el transporte.<\/p>\n<p>Seg\u00fan el dictamen, <strong>electromovilidad<\/strong> se define como los sistemas de transporte terrestre \u2014ya sean veh\u00edculos ligeros o pesados\u2014 que funcionan total o parcialmente con tracci\u00f3n el\u00e9ctrica, utilizando energ\u00eda proveniente de un suministro el\u00e9ctrico, ya sea en forma total (el\u00e9ctrica) o h\u00edbrida.<\/p>\n<p>Adem\u00e1s, el documento tambi\u00e9n incluye a la <strong>Secretar\u00eda de Energ\u00eda<\/strong> (<strong>Sener<\/strong>) y a la <strong>Secretar\u00eda de Medio Ambiente y Recursos Naturales<\/strong> (<strong>Semarnat<\/strong>) como miembros permanentes del <strong>Sistema Nacional de Movilidad y Seguridad<\/strong> <strong>Vial<\/strong> (<strong>SNMSV<\/strong>), con lo cual se busca optimizar la coordinaci\u00f3n con actores clave en materia de innovaci\u00f3n tecnol\u00f3gica, generaci\u00f3n de energ\u00edas limpias y protecci\u00f3n ambiental.<\/p>\n<p>Al respecto, la <strong>diputada Patricia Mercado Castro, presidenta de la Comisi\u00f3n<\/strong>, record\u00f3 que se hab\u00eda aplazado esta discusi\u00f3n en espera de la aprobaci\u00f3n del nuevo marco jur\u00eddico en materia energ\u00e9tica, a efecto de elaborar un dictamen armonizado y actualizado, pues la nueva <strong>Ley del Sector El\u00e9ctrico<\/strong> introduce el concepto de electromovilidad.<\/p>\n<p>En ese sentido, subray\u00f3 que la finalidad es armonizar la definici\u00f3n de electromovilidad o movilidad el\u00e9ctrica en el art\u00edculo 3 de la <strong>LGMSV<\/strong> para asegurar la congruencia del nuevo marco jur\u00eddico en materia energ\u00e9tica.<\/p>\n<p>Y, de igual manera, expuso que integrar a las secretar\u00edas en el <strong>SNMSV<\/strong> representa una oportunidad para contar con mecanismos de coordinaci\u00f3n, desde la innovaci\u00f3n tecnol\u00f3gica aplicada a la generaci\u00f3n de fuentes alternativas de energ\u00eda para el sector transporte.<\/p>\n<p>\u201cCon el dictamen, se fortalece la <strong>colaboraci\u00f3n interinstitucional<\/strong> en el Gobierno Federal, lo que favorece una planeaci\u00f3n adecuada de la movilidad dirigida a la transici\u00f3n energ\u00e9tica y actuar frente al cambio clim\u00e1tico\u201d, dijo.<\/p>\n<p>Por su parte, el <strong>diputado Homero Ricardo Ni\u00f1o de Rivera Vela<\/strong>, promovente de la iniciativa, record\u00f3 que uno de los grandes desaf\u00edos en materia de medio ambiente tiene que ver con la <strong>movilidad<\/strong> y con el <strong>transporte<\/strong>, dado que muchos estudios coinciden en que diversas ciudades del pa\u00eds exceden las normas en materia de medio ambiente y lo atribuyen al transporte como una de las principales afectaciones al mismo.<\/p>\n<p>Asimismo, record\u00f3 que en 2003 se present\u00f3 la <strong>Estrategia Nacional de Movilidad El\u00e9ctrica<\/strong> y se empez\u00f3 a hablar de transici\u00f3n hacia movilidad el\u00e9ctrica en materia de transporte p\u00fablico sobre una red de infraestructura que se necesita impulsar en M\u00e9xico para la electromovilidad y que la ciudadan\u00eda pueda acceder a veh\u00edculos el\u00e9ctricos.<\/p>\n<a href=\"https:\/\/centrourbano.com\/revista\/wp-content\/uploads\/2025_06_17__12_16_40pm.jpeg\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter
