{"id":155028,"date":"2025-05-08T14:03:45","date_gmt":"2025-05-08T20:03:45","guid":{"rendered":"https:\/\/centrourbano.com\/revista\/?p=155028"},"modified":"2025-05-08T20:00:44","modified_gmt":"2025-05-09T02:00:44","slug":"fovissste-modelo-construccion-vivienda","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/vivienda\/fovissste-modelo-construccion-vivienda\/","title":{"rendered":"\u00bfC\u00f3mo lograr\u00e1 Fovissste construir vivienda social?"},"content":{"rendered":"<p><em>Jabnely Maldonado indic\u00f3 que el Fovissste implementar\u00e1 un modelo similar al de Infonavit, pero sin crear su propia constructora<\/em><!--more--><\/p>\n<p>En los primeros d\u00edas de abril, el Diario Oficial de la Federaci\u00f3n (DOF) public\u00f3 un decreto que instruye al\u00a0<a href=\"https:\/\/www.fovissste.gob.mx\/\" target=\"_blank\" rel=\"noopener\">Fondo<\/a>\u00a0de la Vivienda del Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (Fovissste) a implementar\u00a0<strong>programas que faciliten el acceso a una vivienda<\/strong>\u00a0adecuada.<\/p>\n<p>Entre las medidas se incluyen la creaci\u00f3n de esquemas para reducir o congelar intereses, cancelar adeudos vencidos, otorgar pr\u00f3rrogas y establecer facilidades de pago. Adem\u00e1s, el Fondo retomar\u00e1 la construcci\u00f3n de vivienda social.<\/p>\n<p>En este \u00faltimo caso, el <a href=\"https:\/\/centrourbano.com\/revista\/vivienda\/fovissste-dof-condonaciones\/\" target=\"_blank\" rel=\"noopener\">decreto<\/a> establece un plazo de 180 d\u00edas para que el Fovissste dise\u00f1e un plan integral que contemple la <strong>construcci\u00f3n, adquisici\u00f3n y rehabilitaci\u00f3n de viviendas<\/strong>, con opciones tanto para venta como para renta.<\/p>\n<p>En entrevista, Jabnely Maldonado Meza, vocal ejecutiva del Fovissste, se\u00f1al\u00f3 que actualmente trabajan en el desarrollo dicho plan, el cual tendr\u00e1 un enfoque social y estar\u00e1 dirigido principalmente a jubilados y a trabajadores j\u00f3venes del sector p\u00fablico.<\/p>\n<p>Adelant\u00f3 que el Fondo trabajar\u00e1 bajo un esquema similar al implementado por el Instituto del Fondo Nacional de la Vivienda para los Trabajadores (Infonavit), en el cual <strong>las constructoras se encargan de la gesti\u00f3n de obra.<\/strong><\/p>\n<blockquote><p>\u201cNos vamos a sumar al mismo modelo que est\u00e1 haciendo Infonavit. Est\u00e1n contratando a empresas constructoras, creo que la empresa hace o articula estos contratos, y tienen tareas de gerencia en las obras\u201d, coment\u00f3.<\/p><\/blockquote>\n<p>No obstante, aclar\u00f3 que, a diferencia del Infonavit, el <strong>Fovissste no crear\u00e1 una empresa constructora<\/strong>. En su lugar, contratar\u00e1 directamente a las desarrolladoras, respetando los lineamientos del Programa de Vivienda para el Bienestar (PVB).<\/p>\n<blockquote><p>\u201cNosotros haremos un modelo similar, pero no vamos a crear ninguna constructora. Vamos a contratar de manera directa, con base en los esquemas planteados por la Sedatu: 60 metros cuadrados para el tama\u00f1o de las viviendas. Estamos terminando la revisi\u00f3n de costos, para que las tres instituciones (Conavi, Infonavit y Fovissste) salgamos con un planteamiento unificado o \u00fanico sobre el param\u00e9trico del metro cuadrado\u201d, afirm\u00f3.<\/p><\/blockquote>\n<p>Maldonado Meza se\u00f1al\u00f3 que el PVB ya opera en al menos una docena de estados del pa\u00eds, lo que refleja <strong>la disposici\u00f3n de las autoridades locales<\/strong> para <strong>colaborar en la construcci\u00f3n de vivienda.<\/strong><\/p>\n<p>Sin embargo, destac\u00f3 que, el Gobierno Federal, a trav\u00e9s de la Sedatu, impulsa acciones que <strong>faciliten el trabajo de las constructoras<\/strong> para la edificaci\u00f3n de los inmuebles sin contratiempos, sobre todo en materia de tramitolog\u00eda.<\/p>\n<blockquote><p>\u201cSe est\u00e1 articulando un convenio que m\u00e1s adelante se dar\u00e1 a conocer con la Semarnat, la CFE, Pemex y la Secretar\u00eda de Infraestructura, Comunicaciones y Transportes, para facilitar derechos de v\u00eda. Tambi\u00e9n buscamos que los gobiernos estatales y municipales otorguen exenciones en las manifestaciones de obra y autoricen con rapidez la densidad.
