{"id":141902,"date":"2023-08-08T13:06:04","date_gmt":"2023-08-08T19:06:04","guid":{"rendered":"https:\/\/centrourbano.com\/?p=141902"},"modified":"2023-08-08T13:06:04","modified_gmt":"2023-08-08T19:06:04","slug":"derecho-suelo-vivienda-adecuada","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/vivienda\/derecho-suelo-vivienda-adecuada\/","title":{"rendered":"Buscan garantizar derecho al suelo y a la vivienda adecuada"},"content":{"rendered":"<p><em>La presidenta de la Comisi\u00f3n de Vivienda destac\u00f3 que, al garantizar el acceso al suelo y a una vivienda adecuada, se promueve la dignidad humana y se combate la pobreza <\/em><!--more--><\/p>\n<p>La presidenta de la <strong>Comisi\u00f3n de Vivienda de la <a href=\"https:\/\/web.diputados.gob.mx\/inicio\" target=\"_blank\" rel=\"noopener\">C\u00e1mara de Diputados<\/a><\/strong>, <strong>Lilia Aguilar<\/strong>, present\u00f3 una iniciativa para reformar el p\u00e1rrafo s\u00e9ptimo del art\u00edculo 4 de la <strong>Constituci\u00f3n Pol\u00edtica de los Estados Unidos Mexicanos<\/strong>, con el fin de establecer que \u2018toda persona tiene derecho al <strong>suelo<\/strong> y a <strong>vivienda adecuada\u2019<\/strong>.<\/p>\n<p>En su propuesta, la legisladora se\u00f1ala que, en M\u00e9xico, durante los \u00faltimos 70 a\u00f1os, la <strong>poblaci\u00f3n<\/strong> ha crecido poco m\u00e1s de cuatro veces, pues en 1950 hab\u00eda 25.8 millones de personas, y en 2020 se registraron 126 millones.<\/p>\n<p>Adem\u00e1s, de 2010 a 2020 la poblaci\u00f3n se increment\u00f3 en 14 millones de habitantes, lo que ha repercutido invariablemente en la <strong>demanda de vivienda<\/strong>.<\/p>\n<p>De igual manera,<a href=\"https:\/\/centrourbano.com\/vivienda\/vivienda-mercancia-derecho-humano\/\" target=\"_blank\" rel=\"noopener\"> <strong>Aguilar Gil<\/strong> <\/a>menciona que la <strong>urbanizaci\u00f3n<\/strong> y el <strong>crecimiento de la poblaci\u00f3n <\/strong>ha sido descontrolado y carece de planificaci\u00f3n; adem\u00e1s de que los intereses privados y pol\u00edticos han prevalecido sobre los intereses sociales, lo que ha permitido que la especulaci\u00f3n inmobiliaria agote una gran cantidad de tierra de costo accesible para los mexicanos de bajos ingresos.<\/p>\n<p>En este sentido, la iniciativa afirma que el <strong>derecho al suelo y a la vivienda adecuada<\/strong> permitir\u00e1 normar y concretar proyectos y acciones tendentes al uso racional y sostenible del suelo; as\u00ed como a la leg\u00edtima aspiraci\u00f3n de las personas a una vivienda adecuada.<\/p>\n<p>Asimismo, el documento destaca que el reconocimiento constitucional de este derecho humano es esencial para lograr una sociedad equitativa, incluyente y sostenible; pues, al garantizar el <strong>acceso al suelo<\/strong> y a una <strong>vivienda adecuada<\/strong>, se promueve la dignidad humana, se combate la pobreza y se fomenta la participaci\u00f3n ciudadana en la construcci\u00f3n de un futuro m\u00e1s sostenible.<\/p>\n<p>Adicionalmente, la iniciativa considera que el <strong>acceso a tierras propias<\/strong> fomenta la participaci\u00f3n activa de las personas en la conservaci\u00f3n de los recursos naturales y la implementaci\u00f3n de pr\u00e1cticas agr\u00edcolas y urbanas sostenibles. Con lo cual se contribuye a la <strong>protecci\u00f3n del medio ambiente<\/strong>, la <strong>mitigaci\u00f3n del cambio clim\u00e1tico<\/strong> y la <strong>construcci\u00f3n de comunidades resilientes<\/strong>.<\/p>\n<p>\u201cEstaremos sentando las bases para una sociedad m\u00e1s justa y equitativa, donde cada individuo tenga la oportunidad de vivir en un entorno seguro y desarrollarse plenamente\u201d, expone la legisladora.<\/p>\n<p>No obstante, <strong>Aguilar Gil<\/strong> indica que, para lograrlo, es necesario un compromiso firme de los <strong>gobiernos<\/strong> y la <strong>sociedad<\/strong> en su conjunto; as\u00ed como la implementaci\u00f3n de pol\u00edticas y programas concretos que garanticen el ejercicio efectivo de este
