{"id":132737,"date":"2022-08-08T15:27:48","date_gmt":"2022-08-08T20:27:48","guid":{"rendered":"https:\/\/centrourbano.com\/?p=132737"},"modified":"2022-08-08T16:48:22","modified_gmt":"2022-08-08T21:48:22","slug":"comunidades-indigenas-vivienda","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/vivienda\/comunidades-indigenas-vivienda\/","title":{"rendered":"Promueven diputados acceso de comunidades ind\u00edgenas a la vivienda"},"content":{"rendered":"<p><em>Se busca garantizar el derecho a una vivienda adecuada y asequible para las familias ind\u00edgenas; as\u00ed como preservar su cultura y pr\u00e1cticas de construcci\u00f3n tradicionales <\/em><!--more--><\/p>\n<p>El <strong>diputado<\/strong> <strong>Victoriano Wences Real<\/strong> present\u00f3 una iniciativa para adicionar diversas disposiciones a los art\u00edculos 6 y 22 de la <a href=\"https:\/\/centrourbano.com\/vivienda\/diputados-reformas-ley-vivienda-2\/\" target=\"_blank\" rel=\"noopener\"><strong>Ley de Vivienda<\/strong><\/a>. Esto con el fin de promover el acceso a la vivienda de las <strong>comunidades ind\u00edgenas y afromexicanas<\/strong> del pa\u00eds.<\/p>\n<p>La propuesta se\u00f1ala que, de acuerdo con el <strong>Consejo Nacional de Evaluaci\u00f3n de la Pol\u00edtica de Desarrollo Social<\/strong> (<strong>Coneval<\/strong>), el 79.1% de las viviendas en las que habita una persona que habla alguna lengua ind\u00edgena tienen <strong>rezago habitacional<\/strong>.<\/p>\n<p>Adem\u00e1s, la <strong>carencia en la calidad y espacios<\/strong> est\u00e1 presente en el 30.2% de dichas viviendas, y en 56.3% en el acceso a <strong>servicios b\u00e1sicos<\/strong>; mientras que la <strong>falta de seguridad de la tenencia <\/strong>est\u00e1 presente en el 76.4% de los hogares en las comunidades ind\u00edgenas.<\/p>\n<p>Lo anterior quiere decir que la poblaci\u00f3n ind\u00edgena padece condiciones m\u00e1s desfavorables al ejercer su <strong>derecho a la vivienda<\/strong>, respecto a la poblaci\u00f3n no ind\u00edgena. Lo cual se resumen en aspectos como el acceso al agua, carencia de drenaje o desag\u00fces que tienen conexi\u00f3n a una tuber\u00eda que va a dar a un r\u00edo, lago, mar, barranca o grieta; adem\u00e1s de que no disponen de energ\u00eda el\u00e9ctrica, y el combustible que se usa para cocinar es le\u00f1a o carb\u00f3n sin chimenea.<\/p>\n<p>\u201cDe ah\u00ed la necesidad de incorporar disposiciones legales que contribuyan a combatir la <strong>desigualdad en el acceso a la vivienda<\/strong>; para mejorar las condiciones de vida de estos pueblos y comunidades, a partir del pleno respeto a su derecho a la libre determinaci\u00f3n, a definir sus prioridades y modalidades de desarrollo, y sus formas de organizaci\u00f3n y relaci\u00f3n con la tierra y su h\u00e1bitat\u201d, menciona la iniciativa.<\/p>\n<h2><strong>Reforma a la Ley de Vivienda<\/strong><\/h2>\n<p>En concreto, se busca garantizar el <strong>derecho a una vivienda adecuada<\/strong>, <strong>asequible y sostenible<\/strong> para las familias ind\u00edgenas; as\u00ed como preservar su cultura, sus pr\u00e1cticas de construcci\u00f3n tradicionales y fomentar la autogesti\u00f3n y autonom\u00eda.<\/p>\n<p>De igual manera, se pretende el mejoramiento del conocimiento ancestral de los pueblos y comunidades ind\u00edgenas en materia de vivienda; a efecto de asegurar la sustentabilidad ambiental y la sostenibilidad.<\/p>\n<p>La iniciativa establece la necesidad de fomentar la <strong>participaci\u00f3n de las comunidades<\/strong> en el dise\u00f1o, ejecuci\u00f3n y administraci\u00f3n de las acciones correspondientes; las cuales deber\u00e1n contar con criterios de sostenibilidad, sustentabilidad y accesibilidad.<\/p>\n<p>Asimismo, plantea que se integre a la <strong>junta de Gobierno de la Comisi\u00f3n Nacional de Vivienda<\/strong> al <strong>Instituto Nacional de los Pueblos Ind\u00edgenas<\/strong>. Adem\u00e1s de que las pol\u00edticas de vivienda incorporen de forma m\u00e1s expl\u00edcita la <strong>perspectiva intercultural<\/strong>; a fin de que la vivienda en regiones con poblaci\u00f3n ind\u00edgena y afromexicana est\u00e9 acorde con la Constituci\u00f3n y los Instrumentos Internacionales correspondientes.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Se busca garantizar el derecho a una vivienda adecuada y asequible para las familias ind\u00edgenas;
