{"id":112172,"date":"2020-10-14T12:25:36","date_gmt":"2020-10-14T17:25:36","guid":{"rendered":"https:\/\/centrourbano.com\/?p=112172"},"modified":"2020-10-15T11:54:38","modified_gmt":"2020-10-15T16:54:38","slug":"bbva-considera-que-la-reforma-a-las-leyes-de-vivienda-esta-incompleta","status":"publish","type":"post","link":"https:\/\/centrourbano.com\/revista\/vivienda\/bbva-considera-que-la-reforma-a-las-leyes-de-vivienda-esta-incompleta\/","title":{"rendered":"Reforma al Infonavit y Fovissste est\u00e1 incompleta: BBVA"},"content":{"rendered":"<p><em>BBVA inst\u00f3 a atender, en la reforma a las Leyes de Vivienda, la portabilidad del recurso y el riesgo inherente a la ampliaci\u00f3n de productos de cr\u00e9dito<\/em><\/p>\n<p><!--more--><\/p>\n<p>La plataforma de investigaci\u00f3n de <strong>BBVA<\/strong> dio a conocer un balance sobre <strong>lo que se puede esperar de la iniciativa de reforma a las leyes de vivienda<\/strong> de los institutos de financiamiento principales en el pa\u00eds (Infonavit y Fovissste).<\/p>\n<p>En primera instancia, reconoci\u00f3 que esta reforma permitir\u00e1 al trabajador ejercer con mayor libertad aunque tiene <strong>limitaciones<\/strong> en cuanto al uso de los recursos ahorrados <strong>cuando la vivienda no es el objetivo principal del ahorrador<\/strong>.<\/p>\n<p>\u201cLa iniciativa pretende que el trabajador ejerza con mayor autonom\u00eda el derecho a ejercer su cr\u00e9dito con base en el ahorro de su subcuenta de vivienda, ya sea en el Infonavit o el Fovissste sin intermediarios [\u2026]<\/p>\n<p>\u201cQueda corta en cuanto a disponer de una forma m\u00e1s eficiente el saldo de su subcuenta al no incluir la portabilidad [\u2026] cuando ya cuenta con una soluci\u00f3n habitacional de calidad. Por ejemplo, se deber\u00eda permitir el uso de los recursos de la subcuenta para liquidar o amortizar parcialmente un cr\u00e9dito con la banca comercial\u201d.<\/p>\n<h3>Desaf\u00edos del suelo en la reforma a las Leyes de Vivienda<\/h3>\n<p>BBVA Research afirm\u00f3 que es muy positivo que la gama de productos crediticios aumente como consecuencia de la reforma. Particularmente, <strong><u>el suelo<\/u><\/strong> es una de las variables en la que pide <strong>poner atenci\u00f3n<\/strong> a <strong>que el recurso termine siendo utilizado en proyectos de edificaci\u00f3n y no solo <\/strong>suelo inutilizado.<\/p>\n<p>\u201cEs positivo que se ampl\u00ede la gama de productos de cr\u00e9dito por parte de los institutos de vivienda para satisfacer un mayor n\u00famero de soluciones habitacionales, [\u2026]<\/p>\n<p>\u201c(como consecuencia, es preciso) desarrollar un sistema de evaluaci\u00f3n de riesgos efectivo y confiable, de tal manera que se garantice efectivamente el empleo del ahorro en la subcuenta en el inicio de los proyectos de edificaci\u00f3n, evitando un sobre inventario de suelo que permanezca en desuso\u201d.<\/p>\n<p>Adem\u00e1s, se\u00f1al\u00f3 que existe el riesgo de que las construcciones auto elaboradas no cumplan con los requisitos de vivienda digna y\/o no quede saldo suficiente luego de pagar el terreno, para las acciones de construcci\u00f3n.<\/p>\n<p>De igual manera, para BBVA es importante garantizar que el suelo que se adquiera sea <strong>tierra regularizada<\/strong> y garantizada por el Infonavit.<\/p>\n<h3>Cambios<\/h3>\n<p>La pretensi\u00f3n esencial de la iniciativa de reforma a las Leyes de Vivienda del Instituto del Fondo Nacional de la Vivienda para los Trabajadores (<a href=\"https:\/\/twitter.com\/Infonavit\">Infonavit<\/a>) y de la Ley del Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (Fovissste) <strong>es otorgar directamente el cr\u00e9dito, sin intermediarios<\/strong>.<\/p>\n<p>Cabe recordar que en <strong>la legislaci\u00f3n actual<\/strong>, seg\u00fan refiri\u00f3 BBVA con base en la exposici\u00f3n de motivos de la <a href=\"https:\/\/centrourbano.com\/2020\/10\/13\/posponen-votacion-de-reforma-al-infonavit-para-el-20-de-octubre\/\">iniciativa<\/a>, las modalidades de cr\u00e9dito actuales (adquisici\u00f3n, construcci\u00f3n, reparaci\u00f3n, ampliaci\u00f3n o mejoras de casa habitaci\u00f3n o al pago de pasivos de vivienda) <strong>no cumplen con las directrices<\/strong> constitucionales en materia de derechos humanos para tener una <strong>vivienda digna<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>BBVA inst\u00f3 a atender, en la reforma a las
