Y es que, a decir de Eduardo L\u00f3pez Moreno, coordinador de <a href=\"https:\/\/centrourbano.com\/2019\/12\/20\/ciudades-compactas-regenerar\/\" target=\"_blank\" rel=\"noopener noreferrer\">ONU-Habitat<\/a> para M\u00e9xico y el Caribe, si se quiere impulsar el desarrollo de vivienda asequible ser\u00e1 necesario insertar al debate una visi\u00f3n social, en donde la autoridad se convierta en gestor de suelo.<\/p>\n<p>En entrevista con<strong> <a href=\"https:\/\/twitter.com\/ViviendaRevista\" target=\"_blank\" rel=\"noopener noreferrer\">Revista Vivienda<\/a><\/strong>, el especialista asegur\u00f3 que las experiencias internacionales revelan que ning\u00fan pa\u00eds es capaz de producir vivienda social si la autoridad no controla el suelo.<\/p>\n<p>\u201cSi observamos a las sociedades m\u00e1s avanzadas en el mundo; ciudades como Estocolmo, Singapur, el suelo est\u00e1 por propiedad o por gesti\u00f3n en las manos de gobierno. As\u00ed s\u00ed se puede planear y se puede hacer algo fundamental: producir vivienda social.<\/p>\n<p>\u201cLa vivienda social est\u00e1 fundamentalmente limitada si el suelo se le acapara y se compra en el mercado normal. Es imposible producir vivienda social as\u00ed\u201d, indic\u00f3.<\/p>\n<h3>La funci\u00f3n social en la gesti\u00f3n del suelo<\/h3>\n<p>L\u00f3pez Moreno subray\u00f3 que, para caminar hacia soluciones de vivienda, resulta fundamental reconstruir lo que denomin\u00f3 \u2018la funci\u00f3n social del suelo\u201d. Dijo que bajo est\u00e1 l\u00f3gica se abrir\u00eda la puerta de concebir al suelo bajo diversos esquemas de propiedad, que permitan alcanzar el objetivo de construir vivienda social.<\/p>\n<p>\u201cIdeol\u00f3gicamente, en gobierno neoliberales, se abandon\u00f3 la ideal de la rector\u00eda del Estado. Pero si t\u00fa haces un an\u00e1lisis presente e hist\u00f3rico, te das cuenta que un requisito fundamental es que se reconstruya la visi\u00f3n de la funci\u00f3n social del suelo, que se repiense la necesidad que debe haber diversos tipos de acceso a propiedad y consumo de suelo, y no todo a propiedad privada\u201d.<\/p>\n<h4>El Infonavit y su papel en la gesti\u00f3n del suelo<\/h4>\n<p>En el caso de M\u00e9xico, se\u00f1al\u00f3 el especialista, instituciones como el Infonavit deber\u00edan repensar su papel como gestor de suelo. Ese, a\u00f1adi\u00f3, ser\u00eda un camino para atender la demanda de vivienda.<\/p>\n<p>\u201cHubo un tiempo que lo fue, y por diversas razones, relacionadas con corrupci\u00f3n, malos manejos, se empez\u00f3 a abandonar. Pero eso no cuestionaba la necesidad de que el gobierno controle tierra, ya sea como gestor o propietario (\u2026)<\/p>\n<p>\u201cInfonavit y gobiernos deber\u00edan abrir una discusi\u00f3n educada sobre la necesidad de replantear una gestor\u00eda, una propiedad privada y p\u00fablica de suelo, donde el Estado retome los controles del desarrollo urbano\u201d.<\/p>\n<h4>Bien especulativo<\/h4>\n<p>L\u00f3pez Moreno indic\u00f3 que M\u00e9xico requiere iniciar el debate. Mencion\u00f3 que, en los \u00faltimos a\u00f1os, el suelo fue acaparado por terratenientes. Este elemento,dijo, origin\u00f3 que, en lugar de convertirse un vector del desarrollo, se transformara en un bien especulativo.<\/p>\n<p>\u201cNo hay pa\u00eds en el mundo que pueda producir vivienda social, popular, con esta noci\u00f3n que es para sectores bajo, si de una manera u otra no controla el suelo. Hoy el Insus retoma la idea de la funci\u00f3n social del suelo; retoma la idea que el suelo debi\u00f3 haber sido un vector, como la vivienda, de desarrollo sostenible.
